One longstanding issue in public administration was the inefficiency of authorization-based services—especially when citizens or enterprise staff needed to handle procedures on behalf of others.
Take Ms. Zeng, an administrative officer at a company in Chengdu’s High-Tech Zone. Because the company’s legal representative was frequently away on business, she often had to visit government service windows to act as a proxy. The new platform allows individuals and companies to initiate and verify authorization online, without the need for physical paperwork or in-person document delivery.
