Hyperchain Technology, in collaboration with China Construction Bank, developed a blockchain-based fund oversight system for Xiong’an New Area. By integrating blockchain, smart contracts, and trusted data recording capabilities, the platform enables reliable documentation of project data, fund flows, and payment chains.


The system supports traceable fund allocation, process-level audit trails, and collaborative oversight among participating institutions. It helps public finance departments and relevant stakeholders improve fund management efficiency, enhance operational compliance, and reduce risks related to delayed payments or irregular project subcontracting.


To date, the platform has connected more than 20 banks and supported the oversight of over RMB 10 billion in project funds.

The platform records key information such as project progress, contract details, fund allocation, and payment status on blockchain. This enables trusted data sharing and traceability among participating nodes, improving transparency across the project lifecycle.

Critical stages including project execution, fund allocation, and payment flows are recorded on chain. This allows authorized parties to verify lifecycle data, strengthen process accountability, and improve risk identification.
